  • If there is no postmarked, early voting clerk must receive these ballots by 7:00 pm on Election Day which is November 8, 2022. 
  • Ballots from civilians abroad must be received by the early voting clerk no later than the 6th day (due to weekend) after Election Day, Monday, November 14, 2022.
  • Ballots from Military voters must be received by the early voting clerk no later than the 6th day after Election Day, Monday, November 14, 2022.

To vote in Texas, you must be registered. Simply complete a Voter Registration Application (VRA), sign and mail the application at least 30 days (October 11, 2022) before the November 8, 2022 Election Day.

Registering to vote is fast and easy! Simply complete a Voter Registration Application and mail the signed application (at least 30 days before the election date) to:

After you apply, a Voter Registration Certificate (your proof of registration) will be mailed to you within 30 days. Check your certificate to ensure all information is correct. If there is an error, make corrections and mail your certificate in an envelope to our office immediately. 
El Paso County Registrar of Voters cannot accept completed applications via email but applications can be submitted via fax as long as the original application is received in our office within four calendar days of the date the fax is transmitted (SB910). Please fax your Voter Registration Application to (915) 546-2220.
Voter Registration Applications are also available at any U.S. Post Office, the Department of Public Safety, El Paso Public Libraries, Texas Health and Human Services Commission offices and any local high school.

HOW TO REGISTER IF YOU ARE A COLLEGE STUDENT

Students are provided with two options:

  • Register to vote in the county where their college/university is located.
  • Remain registered in the county they currently reside.  One must then to return to that county and vote in-person during the Early Voting days or Election Day.

It is strictly up to the student where they choose to claim their residence, which elections they wish to participate in, and how they would like to vote.

Moved to a New Residence

It is your responsibility as a voter to inform our office if you have moved to a new residence. If our office received returned mail from you, your name will appear on our list of suspended voters. After being on that list for two years, you will be deleted. Therefore, if you have moved or changed your mailing address, please choose from the following options to correct your information.

Online Name and Address Change

This service is offered to registered Texas voters who need to submit a name and/or address change. You may use this service only if your new address is in the same county in which you are currently registered. If you proceed through this service and enter an address outside of the county in which you are currently registered, your voter registration will become invalid and you will not be able to vote.

On the backside of your old certificate, sign your name and list your new address in the two blank spaces provided. Please be aware that all certificates are not pre-paid for you to mail back to us, if changes are made using your old certificate please provide your own envelope and U.S. Postal Service stamp.

REQUIREMENTS TO VOTE BY MAIL

You may vote early by-mail if you are registered to vote and meet one of the following criteria:
     • You are 65 years or older on Election Day;
     • You are sick or disabled;
     • You will be out of El Paso County during the Early Voting period and on Election Day; 
     • You are expected to give birth within three weeks before or after Election Day; 
     • You are confined in jail, but otherwise eligible.

HOW TO APPLY FOR AN APPLICATION TO "VOTE BY MAIL" (ABBM)

To vote by mail, you must complete and submit an Application for a Ballot by Mail (ABBM) to the Early Voting Clerk. The Early Voting Clerk does not mail applications or ballots without a specific request from the voter.

The deadline to submit an ABBM is: Before the close of regular business in the Early Voting Clerk’s office, or 12 noon, whichever is later, on the 11th day (October 11, 2022) before Election Day, unless that day is a Saturday, Sunday, or legal state or national holiday, in which case the last day is the first preceding regular business day. Applications must be received (not postmarked) by last day of the application period no later than 5:00 p.m.

If you are in the military stationed outside of El Paso, Texas or a civilian overseas you must complete a Federal Postcard Application. Please see the FPCA-"Military and Overseas" section below.

HOW TO RETURN AN APPLICATION TO "VOTE BY MAIL" (ABBM)

RETURNING YOUR BALLOT

Voters will now have to provide either their Texas Identification, TXDL, EIC number; OR the last four digits of their Social Security number on both their ballot application and carrier envelope.  Important Note: Number provided on the application must match your Voter Registration Record.  We recommend putting both numbers, if applicable.

In the process of voting and returning your mail ballot, make sure to follow the steps below and read all the instructions:
- Use black or blue ink to mark your choices on the ballot
- Place your voted ballot in the White Ballot Envelope and seal it
- Place your White Ballot Envelope in the enclosed pre-addressed Purple Carrier Envelope
- Provide your identification number (Last four of your Social Security Number or your Texas Identification Number) underneath the flap. The provided number must match your identification number that is currently on file with your voter registration. If in doubt, complete both fields
- Seal your Purple Carrier Envelope and sign where indicated exactly as you signed on your ballot by mail request
- Place appropriate postage and return it before the deadline

Reminder: 

  • Do not forget to sign the Carrier Envelope
  • You must include the last 4 digits of your social security number or identification number on the Carrier Envelope.
  • We recommend including both numbers if applicable.

A completed and signed mail ballot MUST be returned to the El Paso County Election Administrator’s Office in the Official Carrier Envelope provided to you. It may be returned in any of the following manners:

If you FAX or Email this form to the Early Voting Clerk, you must also send the original hardcopy to the Early Voting Clerk. If you are FAXing or Emailing this form on or near the deadline to apply for a Ballot by Mail, you must send the original hardcopy so that the clerk receives it no later than the fourth business day after the day the clerk received your Email or FAX. Original signatures are required on both the FAX or Email image and the physical hardcopy. Electronic or photocopies of signatures are not permitted. THE HARDCOPY OF THIS APPLICATION MUST BE RECEIVED BY THE EARLY VOTING CLERK AND MEET ALL LEGALLY REQUIRED DEADLINES.

  • You must present an acceptable form of photo identification
  • If a voter does not possess and cannot reasonably obtain an acceptable form of photo identification, the voter may show a List B identification and complete a Reasonable Impediment Declaration (RID)
  • Only the voter may deliver their ballot in person, You may not drop off applications in person for anyone else, even if they are a spouse or family member.

Members of the U.S. Armed Forces and merchant marines, their dependents and U.S. Citizens abroad are eligible to vote early by mail once the Federal Post Card Application (FPCA) is completed and received by the Early Voting Clerk’s office. Military and overseas voters are welcome to use the regular registration and Early Voting by mail process available to all voters away from their home county on Election Day. However, there are also special provisions for you.

WHEN TO RETURN MAIL-IN BALLOT

Mail your ballot in the envelope provided by mail or common or contract carrier.  A ballot may not be returned to the Early Voting Clerk by any other method. If military voter (or spouse or dependent) in hostile fire pay/imminent danger pay/combat zone, your voted ballot may be faxed using authorized channels to (915) 546-2220.

The Early Voting Clerk must receive your voted ballot no later than 7:00 p.m. Election Day (November 8, 2022) or by the 6th day after Election Day if your ballot is submitted from outside the United States.

YOU ARE OVERSEAS & DO NOT THINK YOU WILL NOT RECEIVE YOUR BALLOT ON TIME

The Federal Write-In Absentee Ballot (FWAB) is a write-in absentee ballot that can be used as a backup when the voter is living outside the voting residence and has not received the requested ballot in time to voteby the election deadline.  We encourage voters to contact the El Paso Early Voting Clerk's office at (915) 546-2154 or [email protected] to confirm that their FPCA was successfully processed before submitting a FWAB.
